The impact of climate change on Europe's water resources is a critical issue for people's lives and the economy. Even if emissions of greenhouse gases were stabilised today, increases in temperature and the associated impacts, including water availability and flooding, will continue for many decades to come. Countries are aware of these impacts and have started to adapt to them but there is still much to do.

Climate change and water adaptation issues
The report reviews the challenges facing Europe to adapt to the impacts of climate change on water resources. Water is a critical sector for people's lives and the economy. Even if emissions of greenhouse gases were stabilised today, increases in temperature and the associated impacts, including those on water availability and flooding, will continue for many decades to come. Using a policy analysis at European level, and a survey, the report reviews practices in countries and concludes that countries are aware of these impacts and have started to adapt to them but there is still much to do. This material is also presented by country in an annex.

by Cédric Philibert (IEA). Solar thermal technologies offer a great potential for providing a carbon-free response to mankind’s energy demand – about half of it being of heat form. However, despite its considerable potential in household, domestic and industry sectors, the possible contribution of solar heat is often neglected in many academic and institutional energy projections and scenarios. Further, numerous barriers still impede the dissemination of solar heat technologies. This paper identifies barriers of various kinds, lessons learned from successes and failures, and suggestions for consideration by policy makers, in both industrialised and developing countries, who wish to expand the use of solar thermal and other climate-friendly technologies. "

Barriers to Technology Diffusion: The Case of Compact Fluorescent Lamps (Oct 2006)

Artificial light production accounts for 8.9% of total global primary consumption and represents approximately 8% of world CO2 emissions. Improving the efficacy of lighting systems can therefore be an important means to lower greenhouse gas emissions. To capture the benefits of Compact Fluorescent Lamps, governments can implement policies and measures to overcome such barriers. A number of countries already have experience with such programmes. This paper considers experience from Brazil, California, China, South Africa and the United Kingdom to draw lessons and to help improve the design of future CFL and other technology diffusion programs."

Des certificats d'application des technologies de réduction des émissions de gaz à effet de serre (GES) seront fournis aux pays en développement. Le Vietnam pourra encaisser 250 millions de dollars de la vente de ces certificats entre 2008 et 2012.
Le Vietnam est considéré comme un pays riche de potentialités dans la mise en œuvre des projets de mécanisme de développement propre (MDP). Ceux-ci permettront non seulement d'acquérir des fonds de la vente des certificats mais aussi de bénéficier de transferts de technologies et de réaliser des projets d'investissement dans la protection de l'environnement."

Davantage d'experts étrangers en environnement seront invités en Chine pour combattre la pollution

BEIJING, 20 janvier (XINHUA) -- La Chine va accueillir un nombre croissant de professionnels étrangers de la protection de l'environnement en 2007 pour aider à combattre la pollution et à économiser l'énergie.

L'information a été publiée par l'administration d'Etat des Affaires des Experts étrangers lors d'une récente conférence nationale sur le travail des experts.

L'année dernière, la Chine a enregistré 161 accidents liés à la pollution, soit un tous les deux jours.

La pollution de l'environnement a causé 511,8 milliards de yuans (environ 64 milliards de dollars) de pertes économiques en 2004, soit 3,05 % du PIB (produit intérieur brut).

La Chine va aussi faire des efforts pour attirer plus dePublier professionnels des technologies de l'information, de la biologie et des technologies spatiales cette année.

Quelque 250 000 experts étrangers et 150 000 experts de Hong Kong, Macao et Taïwan ont été invités par le gouvernement pour travailler sur la partie continentale de Chine en 2006. Environ 40 000 personnes de la partie contie"
